Abstract: This summer Congress enacted a law that approves a central feature of the President's Terrorist Surveillance Program. The law drew support from both Republicans and many Democrats. Some argue, however, that the law is an unconstitutional law that ratifies excessive presidential surveillance power. This talk discusses the new law and its constitutionality.
