Dr. Floyd Frank, Dean of the University of Idaho College of Veterinary Medicine, donated the papers relating to his service on the National Advisory Board on Wild-Free Roaming Horses and Burros to the University Library in 1977. They were processed by Judith Nielsen in August 1985.

HISTORY OF THE ADVISORY BOARD

The National Advisory Board on Wild-Free Roaming Horses and Burros was authorized by Public Law 92-195, The Wild Horse and Burro Protection Act, passed on December 15, 1971. The board was to consist of nine members having specialized knowledge in the protection of horses and burros, the management of wildlife, animal husbandry and/or resource management. Appointments were made jointly by the Secretaries of Agriculture and Interior for a term of one year. Members could be reappointed to serve a maximum of ten years. The function of the board was to advise, consult with, and make recommendations to the secretaries on matters relating to wild horses and burros. Dr. Frank was appointed to the board when it was organized in 1972 and served thru 1976; in 1975 he was elected chairman of the advisory board.

SCOPE AND CONTENT

The wild horse papers of Floyd Frank span the years 1971 to 1977, with the bulk of the material covering the years 1972 to 1976.

The papers include correspondence, copies of legislation, reports, minutes of meetings of the board, newspaper clippings and other publications dealing with the management of wild horses.

ARRANGEMENT AND DESCRIPTION

Although the order of the folders was rearranged during processing, the original folder headings and contents of each folder were retained.

The correspondence contains incoming and outgoing letters, including many circular letters sent to commission members. All correspondence is in chronological order. The first folder of the "Wild Horse & Burro Act" contains copies of federal legislation, the second reports and environmental impact statements. The folders relating to the meetings of the commission include agendas, correspondence, minutes, statements made to the board by other interested organizations, and maps of tours taken by commission members to see wild horse and burro habitats. The "Legislation and Miscellaneous" folders include a 1971 masters thesis on wild horses by Steven W. Pellegrini, advisory board reports to congress, and legal documents concerning a law suit involving the state of New Mexico. The remaining material includes newspaper clippings and publications about wild horses.
