Legislative phrases such as ''full economic development...reasonable ground-water pumping levels...(and) reasonably anticipated average rate of future natural recharge'' are the basis for ground-water administration. This thesis provides an analysis of possible administrative actions utilizing a mathematical model of a selected water resource system.
