The Pullman-Moscow area of eastern Washington and northern Idaho relies almost entirely on ground water for its supply of municipal, institutional, and domestic water. Concern over declining ground water levels in the area motivated the municipalities and universities to form the Pullman-Moscow Water Resources Committee (hereafter referred to as the COMMITTEE) to address the declining ground water table issues and coordinate studies of the ground water and alternative water sources. The COMMITTEE has more recently been charged with developing a ground water management plan for the area by the governing states' water resource agencies. This document represents the plan developed by the COMMITTEE. The Pullman-Moscow Ground Water Management Plan (hereafter referred to as the PLAN). The purpose of the PLAN is to ensure that a safe supply of ground water, in terms of quantity and quality, will continue to exist for present and future use in Pullman-Moscow Basin (hereafter referred to as the BASIN). Chapters 1 and 2 provide introduction and historical background to the PLAN. Chapter 3 outlines ground water management in the context of state water laws in Washington and Idaho. Chapter 4 outlines the mission of the COMMITTEE. Chapter 5 describes technical aspects of the BASIN as well as the general response of ground water aquifers to pumping withdrawals. Chapter 6 contains the program in which management goals and strategies of the local entities are specified. A bibliography and appendices are also included.
