- This study analyzes the attitudes and behavior of farmers and absentee landowners in the Palouse area of Washington and Idaho to help illuminate the reasons for adoption or failure to adopt control practices. Three hundred and six farm operators and 206 absentee landowners were studied. More than half of all farmers use seven of nine potentially helpful practices. However, they are more likely to use those practices that are least costly and troublesome to adopt rather than those known to be most effective. Farmers believe they are doing more to control erosion than self-reported behavior indicates. Greater use of erosion control measures tends to be positively associated with larger farm sizes, higher gross incomes, and higher educational levels. Absentee landownership is an important part of Palouse farming; the average farmer leases 55 percent of the land he farms. Yet there is little interaction between absentee owners and their farm operators. Both owners and operators are strongly concerned about erosion control; however, farmers perceive absentee owners as more resistant to erosion controls than owners perceive themselves. Adequate erosion control in the Palouse must involve both the farm operator and the absentee landowners.
